Ponchos/Capes are great for that transition between Winter and Spring, where the temperature begins to rise as February approaches but it is still too cold to venture out without some kind of outerwear. 
Ponchos can be dressed up or down, where them casual with some flat shoes or dress them up with a pair of heels. I particularly like the look when you team a poncho up with thigh high boots, as per Rosie, above ^
